The human capital as one of the most significant assets of every organization and its competitive advantage requires study and research in the form of finding challenges, threats, weaknesses, and strengths and identifying and examining their backgrounds and developmental and empowering factors. With the same token, if HRD is regarded as the driving force of organizational enhancement, it will eventually lead to organizational development and excellence. Now that the insurance industry transformation plan has been formulated and its possible challenges are identified, Central Insurance of I. R. Iran (CII), as the main guardian of the insurance industry plays a vital and fundamental role in sustainable development of the industry. In order for CII to fulfill such a prominent role, it must recruit wise, capable, creative, and efficient human resources. The study, based on its purpose, is applied and in data collection follows descriptive-survey methodology. The statistical population comprised of 1793 persons working in the central branch of Iran Insurance Company. Using Krejcie and Morgan’s sample size determination table, 317 persons were chosen for the survey. The results of the study showed a negative relationship between enabling HR with the strategic risk, organizational structure risk, financial risk, organizational environment risk, management risk, resources risk, and human capital risk.
